The voltage divider

Two resistors in series split the supply voltage in proportion to their resistance — the single most used sub-circuit in electronics (volume knobs, sensor inputs, reference voltages).

Vout=VsR3R2+R3V_{out} = \frac{V_{s} \cdot R_{3}}{R_{2} + R_{3}} = 8.25 V voltage across R₃

Try it: make R_3 much bigger than R_2 and V_out approaches the full supply; make it much smaller and V_out collapses toward zero.
